Understanding WhatsApp Service Message Charges (Effective 1 October 2026)

Meta has announced a change to how messages on the WhatsApp Business Platform are priced. From 1 October 2026, service messages — the replies your support team or your bot sends inside a conversation, or any session messages you have configured in journeys or CSAT collection or sending via API — will be charged per message, exactly the way template messages are charged today.


This article explains what is changing, what stays the same, how it will show up on your bill, and what you can do to keep your costs in control. The change is defined and enforced by Meta; full details are available in Meta's WhatsApp Business Platform pricing documentation.


1. First, what is a "service message"?

WhatsApp splits every message a business sends into four pricing categories:

In short: if it is not a template, it is a service message.


2. Where service messages happen: the 24-hour customer service window

When a customer sends you a WhatsApp message, Meta opens a 24-hour customer service window. Inside that window you can reply freely, without a template. Those replies are your service messages.

The one-line version: outbound replies that used to be free inside a conversation will now cost you the same as a utility message.


4. What will it cost?

Meta has confirmed that, by market, service message rates are the same as utility message rates. There is no separate price list to learn.

Whatever utility rate applies to your account today is the rate that will apply to your service messages from 1 October 2026. 

You can always see your current rates in the Kwik Engage dashboard under Billing → Plan Details → View Details, or ask your Kwik Engage POC.

Your free monthly allowance

Meta is also introducing a free monthly allowance for service messages. From 1 October 2026, every business phone number gets 1,000 delivered service messages free each calendar month. Charges begin only from the 1,001st message.

If you send fewer than 1,000 service messages a month on a number, you will not be charged for service messages on that number at all.

5. Worked examples

Rates below are illustrative. Substitute your own utility rate to calculate your actual impact.

Example 1 — A typical support conversation

A customer asks about a delayed order. Your agent replies four times before the issue is resolved.

Today: ₹0.  From 1 Oct 2026: 4 × your utility rate.

Tip: the same answer sent as one consolidated message would cost 1 × your utility rate instead of 4 ×. That is a 75% saving on this conversation.

Example 2 — Customer arrives from a Click-to-WhatsApp ad

A customer taps your Click-to-WhatsApp ad and starts a chat. A 72-hour free entry point window opens. Every message you send in those 72 hours, remains free, before and after 1 October 2026. Nothing changes here.

Example 3 — Order update, then a question

You send a shipping update template. The customer replies with a question. Your agent answers.

  • Shipping update (utility template, no open window) — charged, same as today.
  • Customer's reply — free, and it opens a 24-hour window.
  • Agent's answer — free today, charged from 1 Oct 2026.


6. If you use the Kwik Engage AI bot

Two separate charges apply, and it is important not to confuse them:

7. How this shows up on your account?

  • Nothing to configure. The charge is applied automatically from 1 October 2026 at your existing utility rate. Billing dashboard will show billed consumption for Service category.
  • Wallet deductions will rise if you handle a high volume of support conversations. Charges are deducted from your wallet balance in the usual way.
  • [Prepaid Accounts] Plan your top-ups. Estimate your new monthly requirement as: (average outbound service messages per month) × (your utility rate), and add that to your current top-up amount.
  • [Prepaid Accounts] Keep your balance healthy. If your wallet balance falls below what is required, your account can become inactive and messages will stop going out. Set up low-balance alerts from the notification settings in your dashboard.


8. How to keep your costs down?

9. Frequently asked questions

Is this a Kwik Engage price increase?

No. This is a pricing change announced by Meta for the WhatsApp Business Platform. It applies to every business using WhatsApp messaging, regardless of which provider they use.


What rate will I be charged?

The same rate as your utility messages. Meta has set service message rates equal to utility rates by market, and we are applying exactly that logic.


Do I need to sign anything or change my plan?

No. The charge is applied automatically from 1 October 2026.


Are messages I receive from customers charged?

No. Inbound messages from customers remain free. Only messages your business sends are charged.


Does the 24-hour customer service window still exist?

Yes. The window works exactly as before — it still lets you send free-form replies without a template. What changes is that those replies are now billable.


Are Click-to-WhatsApp ad conversations still free?

Yes. Free entry point conversations — started from a Click-to-WhatsApp ad remains free for 72 hours. This is unchanged.


Does a longer message cost more?

No. Pricing is per delivered message, not per character. One long message costs the same as one short message — which is exactly why consolidating replies saves money.


Is an image, PDF or video charged?

Yes. Any non-template message you send inside a conversation counts as one service message, whatever the media type.


I use the Kwik Engage AI bot. Am I being charged twice?

You are being charged for two different things. The AI bot charge is for the AI service and is billed once per unique recipient phone number in a 24-hour period, as per your existing agreement. The service message charge is Meta's delivery charge on each message sent. See section 6 above for a worked example.


Will my AI bot pricing change on 1 October?

No. Your AI bot commercials continue exactly as agreed. Only Meta's per-message service charge is new.


How do I estimate my impact before October?

Take your outbound non-template message volume for a recent month from your Kwik Engage reports and multiply it by your utility rate. Your Kwik Engage POC can help you pull this.


What happens if my wallet runs out?

Your account becomes inactive and outbound messages stop. We recommend reviewing your top-up amount before 1 October 2026 and enabling low-balance alerts.


Does this apply to all countries?

Yes. This is a global change to the WhatsApp Business Platform. Rates vary by market, in line with the utility rate for that market.


Where can I read Meta's official announcement?

10. Your checklist before 1 October 2026
